When studies conducted during the 1970s identified that several critical new roads would be needed to serve Orange County's booming population, plans for the future San Joaquin Hills, Foothill and Eastern corridors came into existence.   With scarce sources of funding, it soon became apparent that the new roadways had to be tollways or the plans for the new roads would not come to fruition. The Transportation Corridor Agency  funded  the toll roads by the sale of bonds to both private individuals and institutional investors. The bonds can only be repaid by future tolls and development fees. Since the government does not back the bonds, taxpayers are not responsible for repaying the debt if future toll revenues fall short. Today, all toll and development impact fee revenue go toward retiring the construction debt, funding additional improvements, and covering costs of operating The Toll Roads.

Tickets officially went on sale to the public May 5th, 2009 for the first annual San Clemente Jazz Festival. Kicking off the Labor Day weekend at the Rancho San Clemente Tennis & Fitness Club, Grammy Award winner, Patti Austin and Friends plan an all-star jazz musical event never seen before.  Austin – who won the 2008 Grammy for best jazz vocal album, "Avant Gershwin," is best known for the hits "Baby, Come to Me" and "How Do You Keep the Music Playing." Her recordings range from the R&B-flavored "Rock Steady" to the jazz standard "How High the Moon."

It has been the long time vision of Chris Payne to bring jazz to the City of San Clemente and the Rancho San Clemente Tennis & Fitness Club. With its lush green hillsides and spectacular views of the Pacific Ocean, Center Court provides the perfect amphitheater for this ultimate jazz experience. The late Donn Lawrence Mills, a noted conductor, composer, author, and the music director for Chapman University in addition to a number of orchestras in the United States and Canada founded the Capistrano Valley Symphony in 1984.
